The Windows redirect exists, but DeX for PC is a legacy product
Samsung's global redirect at samsung.com/global/download/SamsungDeXWin/ currently returns SamsungDeXSetupWin.exe from the Samsung Download Center. The file is about 95.2 MiB. Use it only after checking that the Galaxy device is compatible and runs software earlier than One UI 7.

Why the Samsung DeX download link is hard to find
Samsung's product and support pages vary by country, language, device detection, and content version. One regional DeX page may explain monitor connections while another support article contains the remaining Windows download reference. Old search results can also point to a moved global product page.
The larger reason is product status. Samsung says DeX for PC is no longer supported on Galaxy devices released with or updated to One UI 7 or later. Cases where you do not need the Windows download
A direct monitor setup runs DeX from the Galaxy device. Connect a compatible phone to a monitor using a video-capable USB-C cable, USB-C hub, or HDMI adapter. The display is not receiving a Windows program, so the DeX for PC installer is irrelevant.
Wireless DeX to a compatible TV or Miracast receiver also runs from the phone. Open the DeX control on the Galaxy device and select the display. Receiver capability, distance, and radio conditions matter more than the Windows download link.
On Android, DeX is built into supported Galaxy system software. There is no universal DeX APK that adds support to any phone. On One UI 7 or later, use Link to Windows for supported PC-integration tasks or choose direct-display DeX when the model supports it.
Rule out browser, region, and network problems
If the verified Samsung redirect itself does not respond, try a normal browser window without an aggressive download-blocking extension. Corporate filters can block executable downloads or Samsung CDN hosts. A security product may also quarantine the file immediately, making it appear that nothing downloaded.
